Hajime Kitaoka
University of Tokyo, Law Department. Received
M.Litt. in International Relations from Oxford
University. Joined the Ministry of Foreign
Affairs in 1979. Counsellor of the Japanese
Embassy in Finland, Director of the Intelligence
Coordination Division. Seconded to IIPS in
2001.
Kiyoshi Takata
Kiyoshi Takata came to IIPS as a senior research
fellow in April 2000 from the Economic Planning
Agency(EPA). He graduated form Tokyo University
with a Bachelor of Technology in 1986, and
joined the EPA the same year. From 1992-95
he was Deputy Director of the Bureau of Coordination,
before being posted to Brussels as a First
Secretary with the Japanese Mission to the
European Union where he served from 1995-98.
In 1998, he returned to the EPA as Deputy
Director of the Social Policy Bureau, a position
which he held until joining IIPS.
Noriyuki Tomioka
Noriyuki Tomioka was seconded from the Bank of Japan to IIPS as a senior research fellow in July. He graduated form the University of Tokyo in 1984 and joined the bank the same year. From 1988-90, he studied at the University of London (London School of Economics) where he received an MSc in economics. From 1992-94, he was seconded to the Bank for International Settlements in Switzerland. Before joining IIPS he served as examining officer and head of the International Relations Group at the Bank of Japan's Examination and Surveillance Department.
Akio Kunii
Akio Kunii came to IIPS
as a Senior Research Fellow in August 1999 from the Nippon Telegraph and
Telephone Corporation (NTT). He received his Bachelor of Education form
the University of Tokyo and his Masters of Business Administration from
Tsukuba University, where he is also a Ph.D. candidate. He joined NTT in
1987. At NTT, he carried out research for the InfoCom Research Inc. and
the Institute for Posts and Telecommunications Policy, and recently was
manager of the Multimedia Service Promotion Headquarters. At IIPS, he will
research social reform in an information society.
Kuniharu Kakihara
National Defense Academy and Air Staff College.
Received MA of Area Studies from Tsukuba
University. Major, Air Self DefenseForce,
joined in 1988. Assistant director 1st Analysis
Division Intelligence and Analysis Bureau,
Ministry of Foreign Affairs before being
seconded to IIPS in 2001.
Masaya Kitao
Masaya Kitao came to IIPS from the Ministry
of Finance (MoF). He majored in political
science at Keio University, and joined MoF
in 1994. From 1996 to 1998, he studied public
policy at the University of Southern California.
Before joining IIPS, he was involved in several
financial support packages for Asian countries,
including the "New Miyazawa Initiative"
at the International Bureau in 1998/1999
and supervision of the Government Financial
Institutions at the Minster's Secretariat
in 2000. His area of interest is in social
norms of the twenty-first century.
