Kazumasa Oguro
University of Kyoto, Science Department.
Joined the Ministry of Finance(MOF) in 1997. Received B.S. and M.A. in economics from Kyoto University and currently pursuing PhD at the Graduate School of Economics, Hitotsubashi University. Worked at the Overall Coordination Division, Ministerfs Secretariat, the Custom & Tariff Bureau, the Financial Bureau and the Policy Research Institute, MOF. Seconded to the IIPS in 2008. His major is Public Economics.

Jun Osawa
Jun Osawa joined IIPS as a research fellow in April 1995. He received an M.A. degree in political science from Keio University. Ph.D. Candidate at Keio University. He worked for the Intelligence and Analysis Service, Ministry of Foreign Affairs as an analyst (WMD issue). He serves concurrently as a policy planning researcher & advisor of the Policy Planning Division, Foreign Policy Bureau, Ministry of Foreign Affairs.
